The meeting was called to order at 10:50 P.M. Gale Horton and Jess Miehle were both excused. Sunshine Bucks Several members participated in the Sunshine bucks giving in appreciation for numerous things in their lives. We collected $10.00 for the fund. President’s Report President Salmon advised there were no new applications for members. If folks need name tags please let Gylene know. At the Chief’s of Police general membership meeting held in April at the Town and Country in Gorham, NH, Chief’s secretaries/support staff were invited to attend. We had a break out session with an overview of forms used by Police Standards and Training, with the assistance of Chief Tim Merrill (Ret.), Lt. Mark Bodanza and Paralegal Anne Paquin. It was very good training. We appreciate and thank Police Standards for their assistance and support. Gail Abramowicz from Henniker PD made a brief presentation to the Chiefs about our organization, and how it helps us and them, encouraging them to look into memberships for their secretaries/support staff. We extend a thank you to Chief Cahill, NH Chief’s President for the 2010/2011 year, for the invitation and thank the Chief’s Association for picking up the lunch tab for us. Vice President’s Report No report. Gale was unable to attend this meeting and her absence was excused. Treasurer’s Report Cynthia advised there has not been much activity. We have addressed our compliance with the Secretary of State. We have also addressed our money market account, so we are not paying a “dormant” fee. The annual dues were mailed this week. Committee Reports Membership Chief Cahill accepted our request to speak to the Chiefs just prior to their general meeting in April. Gail Abramowicz addressed the Chiefs and encouraged them to participate and support our organization. We discussed doing presentations to our County Chief groups, as it is on a smaller scale and some of them do not attend the Chief’s meetings. Our relationships with our Chiefs is an important part of our interaction as an Association and the questions and answers shared via email of things that crop up are helpful. We have discussed doing another mass mailing regarding membership. Nominating Committee Remember that both the seat of the President and Vice President are up for election this year. Please note that Gylene cannot be President again as our bylaws are written. She has done it for five years. She will remain as the past president to the executive board. Training Committee We enjoyed training on Situational Awareness presented by Jen Frank from Plymouth University Police. If you have items to include in the newsletter please email Paula Rowe at prowe@enfield.nh.us. If Paula sends out an email looking for information, please respond. It will only enhance the newsletter. Positive Promotions We have not ordered any new items. If you are interested in placing an order, or have ideas for items we should order, reach out to Gale Horton in Bow. Fundraising The RADA fund raiser is still open and their new catalog has just been released. We receive 50% of the profit from these items. Handbook/By-laws Committee We are working on some changes and hope to have them done soon. Scholarship Committee The committee received one application for the scholarship, and makes recommendation to the membership to award one $500.00 scholarship to Mr. Brandon Chase of Concord, NH. The Scholarship committee ran the flower power fund raiser this term which gives 50% of the proceeds and we added $332.00 to our scholarship account. Thanks to all who participated. We still have the cookbook fund raiser on the back burner. We need to have enough recipes to make the book a worthwhile purchase. NEW BUSINESS Nominations. Nominating Committee will accept nominations for President and Vice President. The training calendar for the remainder of the 2011 year has been set. We are working on the 2012 year, so if you have a training topic for consideration please reach out to the training committee. Committee Support All committees can use help. Now is a good time to jump on board if you have expertise in a particular area to assist the Association. Otherwise committee work falls to the Executive Board. Many committees meet infrequently, and a lot of business is addressed via email. This is our Association and the commitment to a committee often does not take as much time as one might think. Conference. The conference is on track. It is set for October 20/21, 2011 at the North Conway Grand. Our dinner, including a guest speaker and community spirt award will be on Thursday night, with the business meeting on Friday. Training will be hosted by Primex and follows up our training of February 2011 “who are we and why it matters.” Please confirm your email, or get your email to Gylene, as an on line assessment (which takes about one hour to complete) will sent for members to take prior to the conference. These results will be analyzed and discussed at the conference. The Association voted to pick up the cost for this. President Salmon advises our guest speaker will be Rebecca Rule. Rather than a gratuity of meals and lodging, (as we have done in the past) Ms. Rule requests a speaker fee and travel costs. Gylene MOVED to pay a speakers fees and travel for Rebecca Rule as our guest speaker at the conference. SECOND by Cynthia Akerstrom and PASSED unanimously. President Salmon advised the members of the NH Police, Fire and EMS Foundation motorcycle benefit ride set for August 20. Registration starts at 0830 and the ride leaves Laconia Harley in Meredith at 10:30. Cost is $25.00 per driver and $10.00 per passenger. A brief discussion concerning opening documents that may be sent from different versions of software. i.e., Word 2007, if you have Word 2003. President Salmon advised the members of the NH Police, Fire and EMS Foundation motorcycle benefit ride set for August 21. Registration starts at 0830 and the ride leaves Laconia Harley at 10:00. President Salmon advised of thank you letters sent on behalf of the Association to the Rye Police Department for hosting our May meeting, and to Chief Dubois in Rochester for coordinating training for the Secretaries during the annual meeting of the Chief’s in April where they have typically honored their secretaries, administrative or executive assistants. This was well received by those who were able to attend, and we hope to see it continue. Our founding member, Sue Cilley now retired from Portsmouth Police Department recently endured the loss of her daughter in law. There was a benefit yard sale in New Durham the weekend of August 14/15 to raise money for her surviving children. Cards can be sent to Sue at 62 Bellamy Road, Dover, NH 03820. Committee Support All committees can use help. A lot of the committee work is falling to the Eboard. And, they are busy too. Please consider where your strengths are, and how they can be honed to help some of our committees. Many committees meet infrequently, and a lot of business is addressed via email, with quick meetings either before or after general training sessions. The commitment is important to the Association, but often does not take as much time as one might think. Vice President’s Report No written report was presented. Gale noted that she has been active in sending out cards to our members and other relevant persons. If you know of a member who needs a quick hello or support from the Association, send Gale an email at policeadmin@bow-nh.gov.Treasurer’s Report Cynthia advised she has updated the report and balanced all of our accounts. The balances in our accounts as of August 2010 are: Checking Account: $12,703.31 Money Market Account: $ 3,123.39 Scholarship Account: $ 2,425.44 The hotel has been secured with a deposit for the annual conference. We are starting to deposit the conference checks. Agencies who have not paid their annual dues will be receiving a reminder. Secretary’s Report No written report. Jess Miehle reported out on the Ball/banquet to date. We have not seen much activity, including from our own membership. Records still need to be cross referenced with the treasurer’s records for the conference. However, until that has been done, Jess only has six of our membership confirmed as attending the Ball/banquet. While she does expect this will increase, there are costs the Association will have to cover whether ten or two hundred fifty folks attend. Cost to attend the ball/banquet is $50 per person which includes dinner and evening entertainment supplied by the band "Friday Addiction" currently rated one of the top bands in New Hampshire. The band has been very accommodating and willing to learn any music requested in advance of the event. They are set to play until 11:00 PM, followed by pre-recorded music until midnight, due to policies of the hotel on live music. Dress for the evening is dressy/semi formal. Uniforms are optional, and not required. There will be a professional photographer for anyone wishing to partake of that service. Pre-purchased tickets will be mailed in mid-September. A question was raised on if tickets will be available at the door. This will be discussed by the Eboard. For those outside of our membership who plan to stay over, a bank of rooms have been set aside. Make reservations directly with the North Conway Grand Hotel 1-800-655-1452; advise that you are booking under NHCOPSA (NH Chief’s of Police Secretaries Association) in order to receive the preferred rate. We do still plan to have the community spirit award and the nominations are open for submission. It would be fitting if it was someone in the law enforcement community. Committee Reports Membership/Nominating Committee Laura Cryts of Windham resigned from the Association due to budget reasons of her agency. We are looking for a volunteer to take on this committee. Gail Abramowicz from Henniker volunteered. Training Committee Gale Horton hopes that everyone enjoyed the training today on "The Art of Self-Appreciation." sponsored by the Local Government Center and presented by Cindy Dickson and Amy Beaulieu. This program was designed especially for our group. We are fortunate to have a good liaison with the Local Government Center and we continue to take advantage of training programs they offer. Anyone with ideas for training should contact the training committee. Gale Horton said she recently attended a police liability training that was superb. She is working on getting the training repeated. It required bringing in an outside speaker but it was worth the full day of training. We can order the fleece vest, which has the breast cancer logo opposite our logo. These are very good quality and can be purchased in a number of colors and sizes. The response to date has been slow, and we have only collected approximately 35 recipes. At this time it does not appear that we will have enough recipes to produce this, this year. President's Report: Gylene attended numerous NH Police, Fire EMS Foundation meetings and events. The Foundations 2 nd annual motorcycle run will be held 8/21/10. Laura and Norma from Windham PD have both resigned due to lack of support from their agency. Two people applied to be new members: Bonnie, New Hampton PD and Tessa, Gilford PD. Donna made a motion to accept the 2 new members. Jess seconded the motion and it carried unanimously. Gylene was able to convince Prime x to sponsor the Ball. Secretary's Report Jess Miehle presented her report. The igive.com account has raised $1,205.08 to date. The current period earnings are $16.51. The last check we received was for $32.86. Thanked Rye PD for letting us use their facility to have the meeting. There were several positive comments that it was nice to have it at a police station again. Jess reminded everyone that they need to purchase their Ball tickets b/c the deadline is earlier this year. We will need donated items for the NHPA Convention on Sat 6/26. We will also need volunteers to work at the table to sell raffle tickets and promote the Ball. A copy of the written report is on file with the secretary. Positive Promotions Contact Gale if you are interested in any positive promotion items. Fundraising Becky covered fundraising in the absence of the regular committee members. We raised $13 for the sunshine bucks, $4 from no name tags, and $100 from the silent auction. Jess presented an idea for a fundraiser; cookbooks. There was some discussion about it. Mary made a motion to move forward and do a cookbook fundraiser. The motion was seconded by Barbara and carried by unanimous vote. Becky offered to organize the fundraiser. Donna made a motion that the proceeds go to the scholarship fund and Gylene seconded the motion. It carried with no negative votes. By Laws -The E-board made the changes and will email them out. Handbook Committee Updates will be made available once changes have been completed. Scholarship Committee Becky stated that the flower power fundraiser made $250. Only 1 application for scholarship was received so Becky made a motion to award one $500 scholarship for 2010 to Halley Bassett. The motion was seconded by Donna and carried unanimously. Oral Board Committee - no changes New Business Jess set up the Inuit account for the new website but wasn't able to find the time to actually set it up. We are on a 30 day extension of the initial30-day free trial. There was some discussion about finding someone to volunteer to set up the site for us, perhaps a student for extra credit or something similar. The next meeting is at LGC on 8/13110. Call to order. Sunshine Bucks: We raised $23 today. Some items of thanks included Cynthia’s twins turning 1, a NH Police Chief’s son participating in the Olympics, and thanks to the raffle runners for all of their hard work. Accept Previous Minutes Minutes will be approved at the next meeting. President’s Report: Gylene was unable to make the meeting due to a medical reason. She provided her report to Jess who read it. She has attended numerous NH Police, Fire EMS Foundation meetings and events. She announced the Law Enforcement Ball at the NH Chiefs of Police Winter Conference. It was well received and they offered their support. A copy of the written report is on file with the secretary. Vice President’s Report: No written report. Gale expressed thanks on behalf of her agency for the plant that was sent in memory of their fallen officer in Bow. Treasurer’s Report Cynthia Akerstrom reported the checking has $$7,186, scholarship has $2,800 and the money market account has $3,125. The first fudge fundraiser earned us $668 and the second raised $580. No written report was submitted. Secretary’s Report Jess Miehle presented her report. The igive.com account has raised $1,183.32 to date. The current period earnings are $45.21. The last check we received was for $25.80. She will present the progress on the Ball later in the meeting. A copy of the written report is on file with the secretary. Committee Reports Membership & Nominating Committee No news. Training Committee Paula would like ideas for training and material for the newsletter. Jess contacted Highway Safety to have grant training for the May meeting, they are looking into it. Paula asked for help with the training committee. Gail from Henniker volunteered to give her a hand. Becky stated that training will be provided for us at this year’s April Chief’s meeting and asked if there were any suggestions for a topic. The general feeling seemed to be that Right to Know and Retention laws would be a good topic. Becky said she will work on setting that up since her Chief is organizing the event. Positive Promotions The fleece vest information was presented. The breast cancer ribbon can be put on one side and our logo on the other. There are a number of colors available but the prices differ a bit depending on color and size. Contact Gale with any questions. Vests must be paid for up front when each individual places their order. Anyone ordering today will get their vest at the May meeting. Fundraising $103 was raised through the raffle today. Becky asked if people were interested in having the flower bulb fundraiser again. It was decided that we would have it again but as an online event this time. Becky will get the information out. Laura offered to do a pocket book fundraiser to raise funds. By Laws –There are changes that need to be made. The E-board will get together with the By Law committee to make the changes. Handbook Committee Updates will be made available once changes have been completed. Scholarship Committee Diana asked for help with this committee since she is currently the only one on it. Becky agreed to re-join and Gail from Henniker also agreed to help. Diana stated that $245 was raised at the NHPA Convention last year. Becky made a motion to award one $500 scholarship for 2010 to get scholarships moving again. The motion was seconded by Gail and carried unanimously. New Business Dispatch Conference: Becky stated that she was approached to see if NHCOPSA might be interested in sponsoring the Dispatchers Conference this year. President’s Report: Gylene Salmon informed the membership that Linda Marcoux from Dunbarton PD attended this year’s conference as her first meeting and has decided to join. If you have ordered a replacement name tag please see Gylene to pick it up. Also, a new magnetic style name tag is available for $10 if anyone would like to order one. The Foundation is doing great things to help people. They helped pay for the Manchester Officer’s son to be buried. They are looking for nominations from Police, Fire and EMS to be recognized. A copy of the written report is on file with the secretary. Vice President’s Report: Gale Horton asked that people let her know if anyone needs a card sent for any reason. Treasurer’s Report Cynthia Akerstrom reported the total account balance as of October 2009 - $12,631.73. The checking has $8,099.24, scholarship has $1,406.94 and the money market account has $3,125.55. A copy of the written report is on file with the secretary. Gale made a motion to move the profit from the fudge fundraiser into the scholarship account. Secretary’s Report Jess Miehle presented her report. The igive.com account has raised $1,138.12 to date. Despite the efforts of the E-Board attendance at the annual conference has remained low. Later in the meeting ideas will be welcomed and presented on how to make this an event everyone can get excited about attending. A copy of the written report is on file with the secretary. Committee Reports Membership & Nominating Committee Two open positions – President and Vice President. Nominations for resident were Gale Horton and Gylene Salmon. Nominations for Vice President were Gale Horton and Gail Abramowicz. Linda Marcoux from Dunbarton has decided to join NHCOPSA. Welcome. Training Committee Paula has been doing the newsletter and would like ideas for training. Training for the February meeting is scheduled. A suggestion was made to have grant training through Highway Safety for the May meeting. NHLCG also has great online training available. Positive Promotions The T-shirts went well. We are looking at having fleece vests made w/ the NHCOPSA logo. It was suggested that we look into having the breast cancer ribbon put in the background. That was a popular idea but we need to make sure there won’t be any copyright issues first. Fundraising $305 was raised through the raffle today. By Laws – We need to look at this because there are changes that need to be made. Handbook Committee – no changes Scholarship Committee Diana was not present to deliver her report. Oral Board Committee – no changes Motion to accept Committee Reports by Laura Cryts, 2nd by Gale Horton and Approved. New Business Elections were held by ballot: Gylene Salmon was voted President and Gale Horton was nominated Vice President. By-law changes were discussed including requirement for attendance. Attendance was discussed at length. Laura stated that anyone who pays dues should get access to the "network" of NHCOPSA such as email participation. Gale stated that we only have 4 meetings a year and it is appropriate to expect people to attend at least 2. After further discussion Laura made a motion that we have 2 membership formats, $75 per year for email only access and $50 a year for a full membership requiring at least 2 meetings. Those who chose the $75 have the option to attend meetings and if they attend 2 the second meeting they attend for that year will be "free" using the extra $25 for email membership to cover the cost of the 2nd required meeting for a full membership that would cost $50 for the year. Likewise, if someone pays for a $50 full membership they will be charged the additional $25 at the end of the year if they do not make the minimum of 2 meetings. The motion was seconded by Gylene and passed with one person in disagreement. Gylene stated that the dates of the 2010 meetings will be sent out with the dues invoices. In addition the meeting dates are available on the website and the agendas. Police Ball: After a brief adjournment to allow for people to check-out Jess Miehle addressed the membership to propose an idea. Attendance at the annual meeting has been an ongoing issue for a number of years. In spite of the E-Board’s best efforts to accommodate many requests and changes to help increase our numbers the number of attendees is still falling. Jess proposed that we try something new for the 2010 Banquet and have a Statewide Policeman’s Ball. The general format for the annual event would remain the same but instead of a guest speaker at the banquet we would have a band and dancing. There was a lot of excited discussion and many ideas were presented for details of the ball. Gylene made a motion that we have the 2010 banquet as a Policeman’s Ball. Laura seconded the idea and it passed by unanimous vote. A temporary committee was informally formed for now to try to get the ball rolling. The meeting was called to order at 11:15 A.M. We opened the meeting introducing ourselves noting which department we represent. Several new membership applications were received including from Plaistow Police - Jennifer Page and Sarah Gibbs, Fitzwilliam Police - Deborah Boncal, and Secretary to the Police Standards and Training Council, Kathryn Day. Gale Horton MOVED to accept the list of new members as presented. SECOND by Lydia Bean and PASSED unanimously. Sunshine Bucks Gale Horton from Bow made a suggestion for the membership to adopt a "sunshine bucks" program. This is modeled after a program done by her local Rotary Club called happy bucks, where the membership offers up a dollar (or more) noting they are happy for…and fill in the blank. The purpose of the program is to have a fund for us to draw from to support the membership in good or bad times. For example if a member is in the hospital, experiences a birth or a death. Lydia Bean MOVED to incorporate this program as part of NHCOPSA. SECOND by Paula Rowe and PASSED unanimously. The "sunshine bucks" concept was well received and instituted at this meeting. President’s Report President Salmon informed the membership that the NH Chief’s Law Enforcement Foundation is accepting nominations for their second annual banquet. This program is designed to recognize outstanding first responders in our communities. They recognize one police officer, one firefighter and one EMS person. Nominations are due by June 1, 2009 and should be mailed to PO Box 520, Epping, NH 03042. The banquet will be held on Wednesday, October 7, 2009. President Salmon noted that the Foundation is there to help and may be able to cover expenses for certain things. She noted they recently assisted an officer and his family that were battling an illness. The family member could not come home from the hospital because the house did not have a generator, which was necessary in the event of a power outage. The Foundation was able to purchase a generator for the family. Please let Gylene know if you know of anyone who may be struggling with issues that the Foundation might be able to help with. We are working to go as paperless as possible to save costs. If you get an email from the Association requesting information, please respond. Vice President’s Report No written report was presented. Gale’s report consisted of the Sunshine Fund project at the opening of the meeting. Treasurer Ackerstrom was expected to return to the meeting following her doctor’s appointment. Secretary’s Report No report. It was motioned from the floor to table acceptance of the minutes from the October 2008 meeting to the next general membership meeting in May. Committee Reports Membership/Nominating Committee Elections for the President and Vice President positions are due this year. Becky Warburton stated she had not yet formulated a plan for addressing this. More information to follow as this develops. Training Committee Paula Rowe of Enfield prepared the newsletter for this meeting making copies available. It was also emailed to the membership. If you have information to include in the newsletter please email Paula Rowe at prowe@enfield.nh.us. If Paula sends out an email looking for information, please respond. It will only enhance the newsletter. Positive Promotions We have not ordered any new items. Other items such as the shirts, pad folios, etc. can be purchased at any time. If anyone has suggestions of items we should purchase please let Gale Horton know. Fundraising The silent auction for the meeting raised $118.00. While Paula Rowe dropped off that committee, she graciously ran the silent auction for this meeting, as no members of that committee were in attendance. The fundraising committee has a few ideas they are developing. More to follow as information becomes available. Handbook/By-laws Committee No new work has been completed. If anyone needs copies of the bylaws or handbook, please see President Salmon. Scholarship Committee Oral Board Committee No Report. No requests for the oral board have been made. Unfinished Business Conference Survey and Topics. Following the last conference a survey was sent out to get information from members regarding suggestions for the conference, and what issues that may have kept the membership away from the conference and banquet. It is important to the Executive Board to have this information in order to plan for future conferences. We will need to pay our deposit to the hotel to secure our dates very soon. If you have not done so, please complete the survey and send it in. If you need another copy of the survey sent to you, please let the Executive Board know. A healthy discussion ensued on the banquet to include the length of the conference and changing the banquet night. A suggestion to have the banquet on Thursday night to increase attendance, followed by either more training on Friday with a business meeting, or just a business meeting on Friday morning and then adjourning. We need to find out what works and what doesn’t to make the conference successful and beneficial for all. Also discussed was having a buffet versus a sit down meal at the banquet for cost reasons. After all expenses were calculated, it cost the Association an additional $2,000.00 for the 2008 conference and banquet in add-on fees for various things to include a service fee of $5.00 per plate for allowing separate dinner choices, and paying for the room and meals for the community spirit award winner. We want to make the conference affordable without bankrupting the Association. The North Conway Grand has done well by us. They are still the best bang for our dollar after researching all areas of the State. A suggestion was made by Chief Russell (prior to this meeting) to have our hospitality suite sponsored by a corporate sponsor such as Staples for the right to hang their banner. Please let the E-Board know if you have a training topic or training theme you would like considered for the conference. Additionally, if you have any suggestions or connections to guest speakers for the banquet, let the E-board know. Made available at this meeting were nomination forms for the community spirit award. Nominations are due July 15, 2009, so the process will be complete in time for the banquet. May 2009 Training – Roundtable. Our next meeting will be a topics meeting as to how different departments address issues. This is not a personality-based work session, but geared toward data sharing. If you have a topic you would like addressed, please email it to President Salmon so that we can structure the session and spend time on each item. Dues Increase 2009. The membership voted to increase the dues to $50.00. Invoices were sent out twice, once at the $25.00 amount and a follow up in the $50.00 amount. New Business Most items under new business were addressed in individual committee reports. Elections. The positions of President and Vice President are up for election this year. If you are interested in serving on the Executive Board, let the nominating committee know so you can be included on the ballot. Committee Support All committees can use help. If you have expertise to offer please do so. Many committees meet infrequently, and a lot of business is addressed via email, with quick meetings either before or after general training sessions. The commitment is important to the Association, but often does not take as much time as one might think. Committees without support end up falling to the Executive Board by default.
